faris. >> and i'm rob nelson. we begin this tuesday with president obama and now, the parents of sandy hook elementary school, vowing to turn the anguish of the newtown massacre into action. >> the president is laying out his plans for tougher gun control laws. tahman bradley is following all of the developments in washington. >> reporter: good morning, sunny and rob. president obama says he's not going to worry about the politics of gun control. he's going to worry about what makes sense. but the fact is, some of his tougher proposals will need congressional approval. president obama will unveil his plan for curbing gun violence this week, with or without congress. >> there's some steps we can take that don't require legislation that are within my authority as president. >> reporter: the president's gun task force has identified executive actions he can take. at the top of president obama's list is reinstating the assaults weapons ban. and background checks for people

who purchase guns at gun shows. both of those will require members of congress to act. >> members of congress will have to have a debate. >> reporter: according to a new abc news/"washington post" poll, there's overwhelming support for certain gun control measures. 88% of americans support gun show background checks. and 65% support a ban on high-capacity magazines. gun shop owners think more background checks will harass law-abiding citizens. >> do you think a criminal is going to get a background check before they sell a gun to another criminal? >> reporter: many in newtown, connecticut, who remembered the one-month anniversary of the sandy hook shooting, want action. >> this is a promise to do everything in our power to be remembered not as the town filled with grief and victims, but as the place where real change began. >> reporter: late last night, lawmakers in new york state reached a tentative agreement for what is expected to be the most restrictive gun law in the gun. the deal includes a tougher

assault weapons ban and more stringent background checks for gun sales. >> the national rifle association has vowed to take the fight to congress, lobbying against laws that would limit access to guns. >> thanks for joining us this morning. the fight over the national debt is also heating up. the treasury secretary is warning lawmakers that the government will exhaust its borrowing limit as soon as one month from today. that is much earlier than expected. the president also sounded a warning. >> we are not a deadbeat nation. america cannot afford another debate with this congress about whether or not they should pay the bills they've already wracked up. >> house speaker john boehner has made it clear that he is eager to avoid a first-ever default on u.s. obligations, even if some republicans are not afraid of that idea. secretary of state clinton will testify next wednesday before lawmakers about the deadly assault on the u.s.

consulate in benghazi, libya. clinton had been scheduled to testify last month but she suffered a concussion when she fell during an illness. she was later hospitalized with a blood clot in her head. breaking news overnight. a authorities in philadelphia are offering $10,000 for information leading to the safe return of a 5-year-old girl. nalya robertson was last seen yesterday morning. that's when surveillance cameras saw her leaving her school with a woman wearing muslim-style clothing. an amber alert was sounded when it was discovered she was missing. and the hero of the newtown, connecticut, school shooting attack was being honored. victoria soto died when trying to shield her students from that gunman. now, her hometown is going to name a school in her honor. construction will start this summer. the nation's largest

retailer makes a major employment announcement later today. walmart will hire more than 100,000 military vets over the next pfive years. the company says it will hire every veteran who wants a job, provided he or she honorable left the service within the last year. justice clarence thomas did something at a supreme court argument monday for the first time in nearly seven years. he spoke. what he said, though, is not completely clear just yet. it was apparently a joke about ivy league lawyers. thomas has actually not asked a single question in court since february of 2006. former president george h.w. bush is spending the night at home for the first time since the day after thanksgiving. mr. bush was released from a houston hospital yesterday, after being treated for bronchitis and a lingering cough. the 88-year-old mr. bush will continue the undergo physical therapy to regain his strength.

the southwest is bracing for another frigid morning after downtown l.a. dipped to a record 34 degrees. the coldest morning there in more than two decades. despite efforts to save crops, farmers from california through arizona are reporting damage. national prices on lettuce are already starting to rise. but it could take more than a week to determine the effect on other crops. and the bitter cold is also taking a toll on inmates at an outdoor jail in arizona. they're bundling up in tents with socks on their hands and towels on their heads. officials have been bringing in extra blankets from other jails. some inmates, though, are getting in trouble on purpose, just to be taken inside. >> smart criminals. >> that might be the definition of a smart criminal. it's time for a look at weather across the country right now. after the chilly morning, temperatures in the southwest will start to rebound. meanwhile, some light snow in the northern rockies and

welcome back, everybody. fed chairman ben bernanke says the u.s. economy is, quote, not yet out of the woods. the nation's top banker says avoiding the fiscal cliff was good, especially since the alternative would have probably been another recession. but he says there's more work ahead, such as raising the debt ceiling so the government can pay its bills. coca-cola is running spots on cable television that say it's doing its part on obesity. the ads point out that more than one-fourth of its beverages are low-calorie. and burning off the 180 calories from a can of coke can be fun. critics say the commercials minimize the issue and are just damage control. apple is on fire over its stock slump. shares are down to about $500, off almost one-third since last september. the stock peaked at more than $700 when the iphone 5 was

announced. sales of the phone are pretty weak, putting pressure on apple to develop a cheaper version. and another darling of silicon valley is promising a big announcement today. but facebook isn't saying exactly what all this is about. most observers think it has something to do with internet searches, going head-to-head with google, in that lucrative area. other possibilities include something about advertising, gaming or perhaps photo sharing. and two u.s. automakers who are just a few years ago were bankrupt, are winners of the top honors at the detroit auto show. the cadillac ats from general motors was named car of the year, which could help its sales. and chrysler's ram 1500 pickup was the truck and utility vehicle of the year. its sales are already strong. very good news for that company. >> any good economic news these days is welcome. we'll take it. when we come back this morning, confession time. after years of doping denials, lance armstrong finally comes

complicated case of lance armstrong. after years of denying any drug use, the once-celebrated cyclist has come clean. >> it's kind of an apology tour that included a face-to-face with staffers at his charity. abc's neal karlinsky has the latest. >> reporter: lance armstrong is rewriting his own story. now, reportedly admitting in an interview with oprah, that he did, in fact, use performance-enhancing drugs to win the tour de france. earlier, standing amidst a tear-filled room of 100 livestrong staff members, sources tell abc news, armstrong took responsibility for the damage his actions have caused the livestrong foundation. the cancer charity he founded, and which helped turn him from athlete to global icon. it's not just about the drugs, but the defiance. his categorical insistence that he never cheated. you can see it in his

unflitching glare, for more than a decade, on tv, to fans, and cancer survivors. >> for the cynics and skeptics, i'm sorry for you. i'm sorry you can't dream big. and i'm sorry you don't believe in miracles. >> reporter: even under oath. >> i'm being clear i never have taken drugs. >> reporter: sources say armstrong is attempting to apologize by phone to a select few former friends, including exteammate, floyd landis, who broke his silence to abc news in 2010, and sparked armstrong's downfall. >> for people in the police. >> reporter: but can the tell-all get rid of the enormity of armstrong's disgrace? >> he's lost this game. and people have been wanting an apology. >> reporter: the stakes are huge. lance armstrong risks hurting himself even more, in the hopes of winning sympathy and restoring a lost reputation. authorities tell abc news that lance armstrong is now in talks with the federal government about returning -- potentially

returning some of the millions of dollars paid by the u.s. postal service to sponsor armstrong's winning team. they're saying that armstrong is talking with authorities about cooperating and naming names. quite a turn. neal karlinsky, abc news, seattle. new clues this morning into one of hollywood's most mysterious deaths. the coroner now says bruises on natalie wood's body may have occurred before the actress drowned. that's part of a ten-page addition to the autopsy report released yesterday. woods died in 1981, after ending up in the water off a yacht with her husband, robert wagner and co-star, christopher walken. and jovan belcher had a blood alcohol more than twice the legal limit at the time of last month's murder/suicide. belcher shot his girlfriend, who was the mother of his baby girl, nine times. and killed himself, right in front of his coach.
